There must be no corruption, manage on good governance. The genius of a city depends on people. It’s not just relying on tools to be a genius. But it must be livable. Let’s look at an example of educational development such as the Eastern Seaboard Project that has been developed very well. There are both advantages and disadvantages. So take good things To develop, it will allow EEC to develop rapidly. Which all parties must work together seriously and relate s and the benefits that people will receive from smart livable city policy Part of the online seminar “Co-integrated approach to develop EEC towards smart livable city” EEC towards smart livable city to each other.

2.Reduce pollution, Access to Digital systems

Ms. Pojanee Atarojpinyo, Specialist in Policy and Planning The Eastern Economic Corridor Policy Office said in the view of intelligent livable city strategy uplift the Thai economy and industry that Promoting livable smart cities is one of the EEC’s development plans. The program is hosted by Smart City Development Driving Committee with Digital Economy Promotion Agency as secretary of the board by developing in two approaches: developing a new city into a smart city; and the old city that has the potential to be a smart city. The procedure will be approved by the provincial committee and the national committee. Upon approval, a request for investment promotion from the BOI will be applied.

In the development of EEC cities, there will be studies by putting smart technology into 7 topics, namely Energy, Health , Public Health, Information news, Good Environmental Quality, Reducing carbon emissions, Increasing income for local people by using digital technology, with more than 70% of people in the area needing access to digital.

At present, there are cities in the EEC area that have been approved by the committee as a smart city, namely Chonburi Province. Samart City Project and EECi Project in Rayong Province. As for the new cities that will be smart cities in the future, there are 10 areas in the 3 provinces that will occur, namely the area near U-Tapao Airport in a radius of 30 kilometers, the area around the high-speed train station, Medical Hub City, Chonburi Province, EEC a livable business city.

3.Public Health Excellence

Dr. Satit Pitutecha, Deputy Minister of Public Health and Member of the House of Representatives of Rayong Province for 4 terms, said that smart city development The government wants to target the EEC as an area where investors trust. Building on from the Eastern Seaboard base which is ready for the infrastructure. In addition, in order to make it a livable smart city, there must be a good public health system. The Ministry of Public Health, together with the private sector, pushes for an important health project, namely the National Genomics Center at Burapha University. A sample of 50,000 people will be collected in the 3 provinces of the EEC so that they can be treated at the genetic level according to the medical plan as well.

The Pluak Daeng Hospital will be upgraded to have the potential to take care of people in the EEC area. It is a joint venture project between the public and private sectors. The first project of the Ministry of Public Health and the private sector in the form of private investment in government affairs to reduce congestion and upgrade the hospital. There must be an open auction for bidding and a project to care for the people as an investment area. It is considered the first hospital to have PPP investment. A smart city will become a livable city only when it has good quality of life and quality.

4.The benefits are ready- Highly skilled workers

Mr. Pailin Chuchottaworn, Chairman of the Board of Directors of Kamnoetvidya Science Academy ( KVIS), Chairman of the Board of Global Power Synergy Public Company Limited said in the view of public-private partnership in driving the smart economy that Potential of the EEC can be a smart city that is livable and promote good quality of life for people in the area from the readiness of infrastructure in the EEC that is linked to other regions of the country as well as road, rail and ship transport that increases the role of the EEC’s logistics center.

However, the guidelines and policies in promoting Smart City in the form that the EEC currently promotes is in other areas that are competitors and have investment promotion as well. In the ASEAN region and nearby areas, there are two areas that attract investment in Smart City, namely the Special Economic Zones in Vietnam. And in China, there is support for the Smart City policy, which is important in 2 areas, namely the Greater Bay Area and the Hainan Special Economic Zone.

In order to promote the success of the EEC’s Smart City policy and to attract investment, besides the infrastructure that is ready, there must be preparation in 2 matters: benefits and regulations and the readiness of workersIn terms of benefits which must ensure that they are able to compete with other countries which has a policy similar to promoting Smart City to attract investment. As for the Law and the Regulations must not hinder investment in Smart City and prepare a new generation of workers who have the necessary knowledge and related to intelligent technology, including digital skills because of various technologies will rely on the digital system to command centrally controlled. It’s considered to use advanced technology, the use of robots and software for supervision is very different from the past, for example, the Laem Chabang Port Phase 3 project that occurs without many workers on the port.

In addition, in terms of labor, there is concern. The fertility rate of the Thai population is small. Currently, there are about 600,000 new birth rates, and this year, when the COVID-19 situation months of epidemic The birth rate of children in Thailand is only 400,000 .

Meanwhile, Vietnam’s new born child rate is 1.5 million, attracting investment. and is more readily available for labor than Thailand.
